Decision of the Chairman of the Executive Council
No. (26) of 2018
Concerning Additional Competencies for the Department of Energy
We, Mohamed bin Zayed Al Nahyan, Crown Prince, Chairman of the Executive Council,
Having reviewed Law No. (1) of 1974 regarding the reorganization of the governmental apparatus in the Emirate of Abu Dhabi and its amendments.
. And Law No. (11) of 2018 regarding the establishment of the Department of Energy.
. And based on what was presented to the Executive Council, and its approval thereof.
. We have issued the following decision:
Article One
To achieve its objectives, the Department shall exercise the following additional competencies:
1. Developing initiatives and demand-side management programs aimed at rationalizing energy use.
2. Reviewing water and electricity supply plans.
3. Establishing, maintaining, reviewing, and amending technical and performance standards for the water and electricity sector, and monitoring compliance with these standards.
4. Establishing, maintaining, reviewing, and monitoring safety standards for the water and electricity sector, and monitoring compliance with these standards.
5. Establishing, maintaining, reviewing, monitoring, and amending consumer care standards.
6. Regulating the tariff imposed on water and electricity consumers and the method of its imposition and collection, following the approval of the Executive Council.
7. Approving the terms and conditions for supplying water and electricity to private residential consumers, monitoring compliance with these terms and conditions, and amending them.
8. Approving amendments to the transmission and distribution rules for water and electricity.
9. Studying strategic investments that affect local supply and demand in the energy sector and presenting them to the Executive Council.
10. Representing the Emirate in energy sector affairs in coordination with relevant federal and local authorities.
11. Coordinating with bodies and entities concerned with economic, social, urban, and environmental planning, and any other entities regarding energy sector affairs.
12. Any other competencies or tasks assigned to the Department by the Executive Council.
Article Two
Any text or provision that contradicts or conflicts with the provisions of this decision shall be repealed.
Article Three
This decision shall be effective from the date of its issuance and shall be published in the Official Gazette.
